Here in farm country, farmers are now using silage tubes to contain their silage for winter livestock feed. It seems to me that silage type tubes could be used to grow algae. Lay the tube out on a flat surface. Use perhaps 4 or 6 inches of polluted farm waste water in the tube as a growing medium.
